Health Care Shambles

As we've watched the possibilities for meaningful healthcare reform dim, I'm left wondering:  Why can't we go back to the drawing board?  The Senate supermajority is gone.  Health care is already viewed as a lost cause and the country seems to be saying, we want you to do something about jobs, not health care.  While I think we should do something about both, I think it's fine to get real reform, rather than a bill that doesn't address cost.

Speaking of cost, I think this is where the democrats lose an opportunity to get the republicans on board.  If they actually addressed issues the republicans care about, which do have some merit occassionally, we could get a good bill, instead of this shambles.  I found this proposal, which seems perfectly reasonable to me and might get some cost-hawks on board.  (Source)  Why can't we do something like this that helps everyone get the care they deserve, but throw the republicans a bone.
